COLLEGE OF HERALDS MEETINGS
The May, 2022 meeting was held via remote teleconference, as will be the upcoming meetings until Vesper
announces otherwise.
Meetings for 2022: July 17, September 18, November 6.
Meetings usually begin at 11:00 AM and will be held via online/remote teleconference until further notice
(see also: When/Where Are the
Next Meetings?).
The DEADLINES for submission forms and documentation are: Deadlines: July 6, September 7, October 26. Submission forms must be complete and received either via EMAIL or hardcopy by the deadline date at midnight to be considered at the next meeting (which is about 11 days later, except December due to holidays and the roadshow meeting prep time needed). If the forms are EMAILED, then payment must arrive by the meeting day. WALK-IN submissions will not be accepted while meetings are held via remote conference.
REPORTS
Vesper (Antonio): Deputy (Eilis): He made an offer of Herald Extraordinaire to Astrith of Swansvale, who accepted. She has served the West College over many years in different positions, including running the Kingdom Consultation Table reliably and consistently for long years by herself.
The position of Baldric is open and will be covered by the College as a whole, with each member of the College encouraged to teach, train, and develop.
Eilis has agreed to be drop-dead deputy to Vesper, and to remain on as Executive Assistant to Vesper in the future.
Seawolf (Damir): Successor (Moira): Investiture took place on Saturday and reports will be submitted shortly. Of additional note, Viscountess Moira of Kent has officially stepped into the role of Deputy/Successor Seawolf.
Sable Swan (Moira): Successor (Victoria): Coronet is in two weeks. If anyone is going to be there, please find her as she will need help. All Court reports have been submitted and confirmed, to her knowledge.
She has a new deputy: Victoria of Durham, with the intention to change the office in July.
Stellanordica (Caitriona): Oertha is opening up, but slowly. To the best of her knowledge all Courts have been submitted and approved. The next Principality event will be in July. She is looking for heraldic assistance, as there will be visiting Royalty at the event.
Exchequer (Damir): Successor (Heinreich): The College remains solvent. At the behest of Vesper, he reached out to the Kingdom Exchequer who reached out to the College of Arms Exchequer to discuss the ability to accept electronic payments for submissions fees. Per Edmond, the ability to use PayPal for heralds is in the Society financial policy, but it isn't in the Kingdom financial policy. It is for the use of a card reader for taking in-person payments for submissions at events. Edmond has added a proposed amendment to the Kingdom financial policy to allow for heraldic submissions. Once approved, Damir or someone from the College of Heralds would need to be trained on using PayPal Here or PayPal Zettle, which are the card readers.
Just be aware that it could take a while to get approved. The policy has to be approved by the Kingdom Financial Committee, as well as the Board of Directors.
Lastly, he has a deputy/successor for the Office of Heralds Exchequer in the form of Heinreich von Melk.
Matins (Edith): Submissions continue to move through the process. Be aware that her drop-dead Deputy has stepped down. Matins is actively looking for deputies/trainees to assist with this position.
July Meeting: Eilis will run this meeting for the College. Please copy Eilis on all report submissions.
Green Crown (Eilis): Successor (Damir): As far as she can tell, all Courts held at Western events have been properly reported and have been/are being confirmed.
All awards from Beltane have been reported and confirmed, as far as she can tell.
While there has been a bit of fu with the reporting system, Hirsch has been diligently working with the West Kingdom IT Team to get everything working smoothly again.
Court Heralds' Regalia: While she promised Norse apron panels for Spring Crown and Beltane, they have been delayed by her hand surgery -- it is impossible to use tiny scissors to cut applique when fingers alternate between swollen and stiff. All materials came from her stash and they will be ready by June Crown. There will also be a square cloak with crossed trumpets for Norse-presenting court heralds who are not wearing aprons. No reimbursement will be requested for these.
The hoods made by Anne FitzRichard were completed by Spring Crown and have been worn with great success. They are comfortable to wear with a wide variety of garb and in a wide variety of temperatures. No reimbursement will be requested for these.
They believe that they have discovered a linen suitable for the more formal tabards. These will be much more elaborate and they hope to have them ready by Twelfth Night. Materials costs will be requested for these. They do not have estimates yet since a great deal of the cost will depend on whether they are appliqued, embroidered, or use some other technique. Receipts will be provided. This set will also include coordinating baldrics for secondary court heralds.
The search for the bag of court tabards continues, but they have pretty much given up on them showing up. The old silk tabards were found in the Royal Trailer and the embroideries on them may be utilized on tabards for secondary court heralds.
Succession: Domamir vlatko syn has agreed to be her deputy/successor with the intent to turn over the office sometime between Fall Crown and Twelfth Night, contingent on his successful divestiture from both the Seawolf and College Exchequer positions.
Baldric (vacant): The position of training within the West Kingdom College of Heralds. Both for current heralds and for those interested in learning more about heraldry. If anyone is interested in filling this position, please reach out to Vesper.
Vesper plans on running training as a College-wide program, not assigned to a specific individual at this time.
Brachet (Kean): No report received.
Green Cloak (Alizan): Field Heraldry happened at Beltane! Only five voices were utilized for the armored and rapier tournaments. Damir and Eleanora O’Connor called the armored fights: the rapier field was covered by Dustin Thorne, Maeve (known as Pumpkin), and Marguerite du Royon.
Green Trumpet (Gwenhwyfaer): Gwynhwyfaer is stepping into this role, which she will manage as an administrative position. The entire College is reminded that this is a service we provide for the Kingdom and to please step in and assist at all events.
Kingdom A&S June 10-12: Aasa will handle duty shouts on Saturday.
Gwenhwyfaer would like baldrics or tabards for the use of the Duty Heralds to show their official status while working. The College currently has up to 7 available for field and other needs.
She is planning to teach a voice-class on Saturday morning at Cynagua Coronet. She will also be available at all Kingdom events.
Green Banner (Aasa): The consultation table was at March Crown, where they had a couple of people drop in for name consultation. Ræv sat at the table with her, which was both helpful and appreciated.
Online consultation continues. She has a number of ongoing consultations on both name and armory, largely with newcomers who are brought to her by Cecilia Nail.
She will be moving to a much smaller place next month, where she will unfortunately not have space to safely store the College's library. She is open to potential solutions to this problem. She is happy to continue in this office, especially if a new home for the library can be found, but if there is someone who both wants the office and can house the library she is also content to pass it on.
Golem (Hirsch): Since the last meeting, Ræv completed the big project of all that armory for the Who’s Who/History site, which is amazing. A couple minor changes to the Court Reports and Awards List have been implemented, due to the lack of any means of tracking award scrolls. The goal is to help avoid duplicate scrolls being made, and to make it possible for a scribe to see if someone already has a scroll for an award. The implementation, after fixing a minor hiccup, has gone well. He is hoping more people will update their information, but it is what he can do without creating a whole new scribal database (which is not something he feels to with the other applications he is doing now).

Sybold - LoAR comment on the registration of his father's name [LoAR 01-2006] was
"However, to preserve the pronunciation of the last name that was submitted, we have changed it to Sybold instead, which is in Brechenmacher under the heading Sieboldshausen , with a citation dated to 1403 for Kurt Syboldeshusen zu Witzenhausen . From this entry, we believe that the submitted spelling is justified."
If there is not sufficient documentation found for ‘Sybold’ note that it is his father’s registered name (Friedrich Sybold, registered January 2006 via the West). Relationship attested as the father is submitting this on behalf of the minor child.

Device:
Per saltire Or and vert, a boar rampant to sinister and a bordure sable.
Badge 1
(Fieldless) A winged fox’s mask Or.
Badge 2
Argent, a winged fox segreant Or.
This is a resubmission to Kingdom. Badge, Argent, a winged fox segreant Or, submitted and Returned at the May 2019 West Kingdom Heralds Meeting with the notes:
A conflict for this badge was found: Ingolf of Clontarf, device registered Feb. 1989 (via the West): Per bend purpure and sable, a bat-winged jackal rampant Or. There is one DC for the field change, no differences for jackal -> fox and bat-winged -> winged.
The submitter provided research materials in support of an Individually Attested Pattern. He provides images of Or animals on argent fields in a variety of combinations included a winged quadruped, several non-winged quadrupeds, a bird, and a head. All of these images are from one armorial, illustrated by Virgil Raber, c. 1522-1548
The resubmission is being sent in because of a new precedent (with resulting changes to SENA) that removes this conflict. See: [https://heraldry.sca.org/sena.html#A5F]
This submission still requires an IAP, for which the submitter provides images of Or animals on argent fields in a variety of combinations included a winged quadruped, several non-winged quadrupeds, a bird, and a head. The images are from: five images from an armorial, illustrated by Virgil Raber, c. 1522-1548 [http://bilderserver.at/wappenbuecher/VirgilRaberEXAv2_52z2/]. Three images from Neustifter Wappenbuch [https://manuscripta.at/diglit/IT5000-sn5/0001]. Two images from [http://bilderserver.at/wappenbuecher/HandschriftCod7357EXA2_52z2/].
The submitter cares about the sound (sound like Torix or be able to be abbreviated to this) and does not care about the gender of the name.
Torix - - from Vercingetorix, Gaulish chieftan documented by Julius Caesar in The Gallic Wars By Julius Caesar. Other documented names from the same writing by Julius Caesar (that could also work and are less famous) are Lugotorix and Orgetorix.
From Celtic Personal Names of Roman Britain: Cingetorix, Lugotorix. [https://www.asnc.cam.ac.uk/personalnames/search.php?s_element=ri:go-].
Per the references provided, the name elements are <Vercingeto-rix>, <Lugoto-rix>, and <Orgeto-rix>.
Evans on pages 166-169 in Gaulish Personal Names [see provided docs] has <Teuto->, also spelled <Touto-> and <Toto->, as one of the commonest Gaulish name elements. He provides many examples with a variety of second elements. I think it is reasonable to construct <Teutorix> or <Totorix> from these elements.
Either of these could be shortened in use as the submitter suggested as could many other names that end in <…[vowel]t-o-rix>.
Preference for Name:
of Teufelberg - SCA local group name. "Teufelberg, Shire" of registered in Oct. 1981 (via the West) formed using the Branch Name Allowance per SENA PN.1.B.2.f.
If all else fails, preferred holding name: Ian of Teufelberg.
Device:
Quarterly argent and azure, a bend gules.
RETURNS
English translation: Freyja the Witch from/of Devil Mountain
This name is returned for Claim of Power under SENA PN4C which was further recently defined in the Precedent set on the January 2022 LoAR.
The West College further notes, items that would not require the name to be returned at this level, that ‘Freyja’ has only been documented as a goddess-name, not as a name in use by people during SCA period and ‘Von Teufelberg’ would be documentable as ‘von Teufelsberg’ (German locative) or ‘of Teufelberg’ (SCA group name allowance).
The submitted device is Returned due to the name being Returned. No conflict was found at this time.
The submitted badge is Returned due to the name being Returned. No conflict was found at this time.
