REPORTS

Vesper (Alizan): Nothing new to report.

Seawolf (Damir): Happy New Year! No updates since last meeting.

Sable Swan (Moira): She has been consulting, but not much else going on.

Stellanordica (Caitriona): Although she has no event updates (there having been none in Oertha), she can at least report that Khevron is wonderful, and has kept doing consultations even in the quiet times. There are two Oerthans (Cempestrae and Ceara) who we think have submitted devices for this week's meeting, and Cempestrae is also working on a name submission (hopefully for the March meeting).

Exchequer (Damir): Happy New Year! No updates since last meeting (We're still in the black.)

Matins (Edith): Deputy (Hannah): Submissions continue to go through the registration process. Thank you to all the Heralds who assisted these past couple of months and ended up with submissions incoming to the College.

There will be a Virtual Consultation Table event run by the SCA College of Arms. Organization is still in-process, but it is expected to start around the end of January, in-line with Virtual Mid-Year KWHSS.

For the College: the SCA College of Arms noted on the October 2020 LoAR Cover Letter that colored marker is no longer required on submission forms, as the SCA CoA now exclusively uses digital submissions sent by the Kingdoms via OSCAR. They did note that Kingdom requirements can still differ, as Kingdoms do still accept paper form submissions. It is my recommendation that the West College continue to require colored marker for any paper submissions, as the difficulties of crayon melting / color fading can still occur during the mailing process and also melted crayon could potentially damage equipment when processed by Matins.

For all consulting heralds: please ensure you read the Cover Letter for the Nov. 2020 LoAR. It includes a new ruling regarding named motifs for Kingdoms as well as new or replacement Precedents on the use of the word ‘Oriental’ in blazons, depictions of flames (see the fabulous new article on the CoA website), changes to Appendix K and more. There are also new changes to some Alternate Titles. Lots of info!

Green Crown (Eilis): Damir the Blessed handled Court for 12th Night. No other courts since the last meeting.

Baldric (Gwenhwyfaer): Nothing to report.

Brachet (Kean), Leveret (Ræv): Commenting continues.

Green Cloak (Ari Ella): Greetings from a quarantined household (Oy!) in cold but sunny Caid! No tournaments have happened, so there was no way for her to mess anything up! Hooray! School and work have made schedule hectic, including a weekend class. Those things have slowed a bit, so hopefully attending meetings will become more feasible for her this semester. She will see how the workload goes! Thank you everyone for your remote hard work and patience!

Green Trumpet (vacant): This position will oversee Town Cry (formerly called Duty Shout) and Heralds Point (information). If interested in this position, please contact Vesper.

Green Banner (Aasa): No report received.

Golem (Hirsch): Work on the Award List made it through Phase 2, although he ran into some odd issues that took a while to figure out (difference between the web server and my local code environment). Still a little confused as to why those issues occurred, but a fix was found and forms like the Court Report and others (Award Recommendations and so on) are working properly again. Phase 3 is on hold while he finishes a different project. Once he has Phase 3 implemented except for maintenance he doesn’t know that there will be any more major updates in the future. Honestly, he hopes not.

We ran into an issue as the Yahoo newsgroups which we used for those who were not on Facebook to post announcements are gone. He added an Announcements page on the Heralds’ website that can be gotten to from the front page. He asks that any senior staff member who has an announcement get it to him formatted and he will reproduce it on the Announcements page with a date (he may remove anything after, say, 30-60 days, as not being necessary anymore … we’ll see). He has a plan to make it possible for senior staff heralds besides Vesper to use the roster to send emails out to any one on the roster, but anyone who isn’t wouldn’t get those announcements.

The format of the Minutes is changing just a little: he decided that when an LoAR came out that he was putting in way too much work by copying and pasting the contents of the cover letter, acceptances, and returns (and pends) into the Minutes. Instead he is providing links as appropriate. It’s already formatted there, and reformatting all that (especially for the LoAR) is a really large task sometimes. Since the Minutes are on the web anyway, it makes sense to just put in the links. This will also shorten the Minutes by quite a bit, for those that scroll down from the top to the bottom.

ANNOUNCEMENTS / Other Business

GENERAL ANNOUNCEMENTS

Facebook Page: The West Kingdom Heralds' have their own page on Facebook, announcements, help with consultation, and more are often done there:

      https://www.facebook.com/groups/302970543102065/

MAILING LIST: The Yahoo hosted mailing lists have been closed by the folk at Yahoo. At this time, we no longer have a means of communicating with the College of Heralds except the Facebook Page noted above, or via email. To make it possible to post announcements from senior staff heralds, there is a new Announcements page (link removed, as this page was not used and removed from the site).

ELECTRONIC RESOURCES: Many interesting heraldic links can be found through the SCA Heraldry web page at http://www.sca.org/heraldry, including the Laurel home page, the on-line Armorial and Ordinary (with search capabilities) and The Academy of St. Gabriel (an onomastic and heraldic consultation service). The West Kingdom Heraldry site and the West Kingdom Awards List can be accessed through the West Kingdom site, http://www.westkingdom.org. Heraldic queries may also be addressed to Vesper at herald@westkingdom.org -- answers may take a few days.

BRACHET MEETINGS

Contact brachet@heralds.westkingdom.org for external commenting participation. A central Cynagua external commenting meeting may begin soon, so watch this space!

FROM THE LOARS

The cover letters, acceptances and returns for the past can be found at http://heraldry.sca.org/loar/. If you are interested in responding to some of the calls for commentary put out by the Laurel Sovereign of Arms, please be sure to visit the site.

NOTE FORMAT CHANGE: In order to shorten the minutes pages, and to simplify the work that Golem has to do with the minutes, rather than copying the text from the LoARs, links to the cover pages, and the acceptances/returns/pends will be added for each.

SUBMISSONS – January (2021)

ITEMS SENT TO LAUREL
Bjorn farserkr (NEW Name & Device)

The submitter will NOT accept ANY changes and cares about the language and/or culture (none noted) and gender (male) of the name. Listed on the form as ‘Bjorn Farsekr’ the client confirmed in writing he is submitting ‘Bjorn farserkr’.

The submitter will NOT accept the creation of a holding name.

Bjorn - from NCS Bassi p.8 ‘Bjǫrn’.

farserkr - from NCS Bassi p.21 ‘farserkr’ meaning travel-shirt.

The submission uses no accents or diacritical marks across all name phrases, complying with current requirements for Old Norse names.

The Old Norse (Scandinavian) name formation [given + descriptive] is found in SENA Appendix A.

Armory:
Per bend gules and sable, two bear’s heads cabossed argent.

Cempestrae of Winter’s Gate (RESUB to Kingdom Name & Device)

The submitter cares about the sound (none noted) and does not care about the gender of the name.

The original name submission ‘Cempestra O’Breoniann’ was returned by the West College of Arms in Sept. 2013 as unable to form the name ‘Cempestra’ with the comments:

Cempestra - Anglo Saxon constructed, meant to be “female warrior.” The submitter documents “Cemp” and “Kempe” as surnames across a broad timeframe within our period. “Kemper” and the extrapolated “Cempestra” as “male warrior” and “female warrior” per the OED. “Ceimpa” is found in R&W as Old English for “warrior” (p. 262 at Kemp, Kempe). We can find no support for “Kempe” as a given name. We can find no support for any given name as “Kemper” or “Cempestra”. Submitter states no preference for gender, and plans to use “Cemper” as a nickname.

Device seems clear of conflict, but cannot be sent on without a registerable name.

New submissions:

Cempestrae - from the submitter’s legal name, legal document included.

of Winter’s Gate - formed per SENA B.2.f. Branch Name allowance. Winter's Gate, Barony of: this branch-name was registered in December of 1984 (via the West).

Armory:
Per pale sable and vert, a tree blasted and eradicated, on a chief argent three ravens statant, wings elevated and addorsed, sable.

Rhys ap Gwion Baird (NEW Name & Device)

The submitter will NOT accept MAJOR changes and cares about the meaning (bard) and gender (male) of the name.

Rhys - from NCS article: found as the header form of a Welsh male given name in Tangwystyl verch Morgant Glasvryn's "A Simple Guide to Constructing 13th Century Welsh Names" [http://heraldry.sca.org/names/welsh13.html]; period forms are given as Reys, Reis, and Res.

ap - from NCS article: Tangwystyl (ibid) states that "a common convention is to use ap before consonants and ab before vowels, but in this document one scribe used ap all the time and the other ab all the time."

Gwion - from NCS article: Tangwystyl (ibid) lists this name among the men’s names with at least five examples in the “The Merioneth Lay Subsidy Roll of 1292-3”. Gwion is listed among the documented spellings, and is given as the standard spelling.

Baird - from NCS FamilySearch C-batch: Laurence Baird, Male, 2 Mar 1579 Fife, Scotland, United Kingdom, C10012-1 [https://familysearch.org/ark:/61903/1:1:XYGX-731].

- from NCS FamilySearch B-batch: Joannes Baird, Burial Date: 14 Jan 1572, Lincoln, England, B01191-4 [https://www.familysearch.org/ark:/61903/1:1:J8RZ-NZ3].

The Welsh name construction [given ap patronymic] is found in SENA Appendix A.

For this name, the formation is <Rhys>+<ap>+<Gwion Baird> with <Gwion Baird> being the father's full name.

The patronymic formation of the full father's name <given + byname> is supported in Morgan & Morgan: Nicholas ap Thom's Borther (where Thom's as short for Thomas, and Borther is a surname). p.178 s.n Porthor
Richard ap John Blodwell, p.54 s.n. Blodwell
Brian ap Richard Gittens, p.202 s.n. Urien

Armory:
Argent, a dragon passant gules and in chief a mullet of six points voided and interlaced azure between a decrescent and an increscent sable.
