The March meeting location is To Be Announced shortly.
The DEADLINES for submission forms and documentation are: February 26, May 6, July 15, September 9, and November 4. Submission forms must be complete and received either via EMAIL or hardcopy by the deadline date at midnight to be considered at the next meeting (which is about 11 days later, except December due to holidays and the roadshow meeting prep time needed). If the forms are EMAILED, then payment must arrive by the meeting day. WALK-IN submissions will only be considered if there is time, but in most cases will be delayed until the next meeting so that each submission can be reviewed fully.
REPORTS
The discussion on the Silent Heralds and the West is tabled for now. There is still discussion around placement and other interactions. Silent Heralds are encouraged to provide their services across the Society, including throughout our Kingdom. More information to come later.
Vesper (Alizan): Kudos to all the 12th Night Court heralds, great job! Heraldry is happening. Please work on recruiting heralds for our College, as we are having some trouble filling offices. Please discuss online (Facebook group: West Kingdom Herald) or in person with Vesper.
Seawolf (Domamir): Their Highnesses continue to hold courts and give awards. He is going to start advertising for a deputy, and in general trying to get more voice heralds active in the Mists. In the new year, he also plans to try and deal with the several scrolls that came with the office, to find signatures and owners.
Sable Swan (Moira): In Cynagua: Investiture is coming up at the end of the month. There will be a short morning court, followed by Investiture. Heraldry is going well in Cynagua. She has a good base of heralds. And she is working with the Silent Heralds on their roles in the West, as most of the West’s Silent Heralds currently reside in Cynagua. There is an online classroom for Silent Heralds, please contact Moira if you are interested in joining.
Stellanordica (Bianca): No reports received.
Exchequer (Domamir): The College remains solvent; he has been advised by Kingdom that they are encouraging us to leave Mechanic's Bank as a policy change by Mechanic's now makes it exceedingly difficult to change signatories on an account. Kingdom is moving to Bank of the West and recommended it. He will be discussing with Vesper and the financial committee. Additionally, contact has been made with the College of Arms and our account is behind, so he will be sending a check to correct this.
Special Report: KWHSS 2021: he has been otherwise occupied but intends to circle back with the hotels on quotes in this quarter.
Matins (Edith): Deputy (Hannah): Matins reports that submissions still arrive and are processed through the West Kingdom. She continues to respond to queries from Wreath and Pelican, as they work to find solutions for the more tricky submissions. The majority of our clients respond to queries quickly, making the effort of all involved easier.
She does request that consulting heralds ensure their clients understand the forms and submissions process, to the best of their ability. There have been several initial submissions in the past few months that did not meet the administrative requirements.
She is looking for a deputy/replacement to train in this position.
Green Crown (Eilis): Courts continue to happen as necessary and to be reported and confirmed in a (mostly) timely manner. Thank you, Hirsch, for such an elegant system.
New ceremonies have been written for Coronation and non-Coronation installation of the new "by-reign" Western Arts and Sciences Champion.
A new ceremony has been written for the new Kingdom youth award, the Order of the Acorn. This is a three-part award, similar to the Corolla in the Mists, with the Iron Acorn for martial activity, the Bone Acorn for service, and the Copper Acorn for A&S.
Since she will be in Alaska for much of the coming reign, she has spoken to Antonio, an experienced herald who is a member of TRM's court. She will be at Crown and Coronation, and at Gulf Wars and probably Estrella, and he has agreed to handle TRM's court needs for the balance of the events They will attend.
Especially for 12th Night, asking for heralds who are interested in doing Court a week in advance and having a schedule ready by Friday night worked beautifully for everyone to know where and when they needed to be. Similar but less formal schedules will probably happen for Crown as well.
Principality Heralds: please review your Ceremony books for the diversity and inclusion updates (gender: they/them & sovereign/consort).
If Royalty (Principality or Baronial) want to add a new award, please ensure it is formally added to the Ceremony books.
Baldric (Gwenhwyfaer): Heraldic Track will be requested for the Arts Faire. More information to come. If volunteering, please contact Gwen to arrange to teach a class.
Brachet (Kean), Leveret (Ræv): He worked with Wreath and a submitter to get a pend for re-draw device submission approved. He continues to comment on LoIs.
Green Cloak (Ari Ella): She has now been in position for just over a year. Starting at March Crown, she will be actively seeking a successor.
She did not submit receipts for the new nylon ropes for Herald’s Point, as they did not end up costing her money. If the canvas is yellow, the bone toggles on the ropes are yellow, and if the canvas is green, the toggles are green (side vs. middle). Many thanks Ivar Eriksson for making these for the College.
There have been no Kingdom tourneys since the last meeting, so nothing to report on that front.
Green Trumpet (vacant): Senior Staff position.
This position will oversee Town Cry (formerly called Duty Shout) and Heralds Point (information). If interested in this position, please contact Vesper.
The duties of this position include: for Kingdom events: staff and manage information point out of Heralds Point, staff and manage town cries. Store, transport, and arrange set-up & pack-down of Heralds Point to all Kingdom events, specifically: Crown Tourneys (Spring, June, Fall), Beltane, and Purgatorio Coronations in coordination with Green Cloak. Additionally, for West v. An-Tir War every other year when the Host of the war is The West.
Green Banner (Aasa): Since she took the position at the last meeting, there have not been any events that included the Consultation Table. She has been doing consultation on the fly here and there. If you have an event coming up that you would like to have Table attend, please contact her. She is able and willing to travel, to an extent, and would like to make as many events as possible.
Golem (Hirsch): A lot of progress has been made updating the Who’s Who with armory. Mistress Shauna (SCA College of Arms Heraldic Archivist) requested a breather until after 12th Night, which is fine, as he had inundated her with a lot of stuff (and there is still a long way to go). Special thanks to Ræv Kolfinsson and Owen Owensson for their assistance in handling the very old submissions that have been needing redrawing, sometimes handling some truly … er … interesting … items. At the time he’s writing this they’re nearly caught up (Ræv has one more to do but it’s the holiday season, so …).
He has also received offers to help with some other badges and such (officers/guilds, and images for the Awards List) by Yngvildr þorgilsdottir and Astrid Thorasdottir. Again, due to the nature of the holiday season he hasn’t seen these yet, but the work by Yngvildr on other imagery has been nice (and clean) … He looks forward to folk getting him these, so they are available for the world to see/use.
The plan for this spring (late winter, whatever) is to revamp the Awards List site once more. This time it is to update the tables to a better character set (if you really want the details contact him), and update some of the code to be better on the administration side, and perhaps clean up the interface from the end-user side. All the work done on the History site has improved his coding even more, and he can tighten things up, make a few places more efficient, and so on.
Unless he hears otherwise, the rest of things seem to be working well on his end.
Black Mark (Rew): Since the last report: Westermark Madness was lovely event, court was held, awards were given, and report sent in was done and approved.
Next event will take place after 12th Night, the next weekend, where she will be stepping down as court heraldic officer of Westermark and Diana will be stepping up!
Pinnacle (Na’arah): March 7th is White Shield -- first large size tourney of the season, traditionally an opportunity to train new voice heralds. Gwen will be there to train, please come out, please send/bring new heralds.

Cover Letter
From Wreath: Period Depictions of Flames
This month, we were asked to consider a badge that featured a charge on a flame. The specific art for the flame was taken from the Traceable Art Project: http://heraldicart.org/flame/#flame-4
This depiction of flame is inherently modern, with the tongues of flame ending in a forked "crab claw" design seen less in medieval manuscripts and more on the sides of hot rods. Such depictions will be disallowed for all submissions that appear on external letters published after March 2020.
More generally, flames should be depicted with individual tongues conjoined into a single mass, preferably with internal detailing even if there is a tertiary charge. The licks of flame that are separated from the main body in images 1 and 3 of the Traceable Art Project above should be omitted in submissions.

Cover Letter
From Pelican: Attestation of Legal Names
Questions have been raised recently about the attestation of legal name elements in cases where the names of the persons witnessing the legal document were provided in the Letter of Intent but the witnesses did not physically sign the paperwork. The June 2015 Cover Letter states:
Where photocopies cannot easily be made, heralds may attest that they have seen the identification. Such attestation must include the following: the type of identification, the complete name exactly as it appears on the identification (for example noting that the name is rendered completely in capital letters), the names and titles of two heralds who have seen the identification (herald/pursuivant at large is a title), and the signature or initials of those heralds. If signatures cannot be obtained, the herald may confirm that he or she has seen the documentation in commentary (internal or external - in the case of internal commentary the Letter of Intent should note that it was confirmed). At a local event where only a single herald is available, another officer (seneschal, for example) can serve as a second witness.
Increasingly, when it is not possible to make photocopies at an event, it also is not possible for heralds or other witnesses of legal documents to sign the submitter's name form. For example, the electronic submissions management program used at Pennsic Herald's Point does not provide the opportunity for physical signatures on the forms.
We hereby modify the requirements of the June 2015 Cover Letter to take these and similar circumstances into account. Where two witnesses (heralds or other officers) attest to having seen the legal documentation for a legal name element, the names of those witnesses and their relevant titles must be provided and stated in the Letter of Intent. While having the witnesses also sign the submission form is preferred, the lack of signatures is not a ground for return as long as the other information is provided.
From Pelican: Names from Pharaonic Egypt
Over the last two years or so, a great deal of new research has been done relating to names from Pharaonic Egypt. As a result of this research, our previous precedents concerning such require revisiting. This Cover Letter item summarizes in one place all of the current rulings on names from Pharaonic Egypt. For the purposes of these rulings, we consider "Pharaonic Egypt" to be the period prior to the death of Cleopatra VII Philopator in 10 B.C.E.
Recent archeological work (in particular, work by the British Museum) establishes that Egypt and Greece were in direct contact from approximately the 2nd millennium B.C.E. onwards. Active sea-based trade between Greece and Egypt seems to have been established by at least 600 B.C.E., and Greek authors of the 5th-4th centuries were writing extensively about Egyptian culture. Herodotus talks about Greek traders visiting Egyptian towns. Egyptian armies sometimes used Greek mercenaries -- in or about 593 B.C.E., Greek mercenaries left Greek-language graffiti on the legs of the statutes of Ramesses II at Abu Simbel.
Archeological evidence also shows a substantial number of Greeks living permanently in, and intermingling with, Pharaonic Egypt. A Greek settlement called Naukratis was established in Egypt in or about the 7th century B.C.E. and was occupied continuously through at least the 7th century C.E.
Sneferu sa Djedi mewetif Merit also recently provided evidence of stelae where names were simultaneously recorded in Egyptian hieroglyphs, demotic Egyptian, and Greek. Other archeological evidence shows inscriptions (particularly funerary inscriptions) incorporating both hieratic Egyptian script and Greek script. The British Museum has evidence of 6th century B.C.E. grave stelae that employ Egyptian motifs alongside Greek language and motifs. For example, in the late 7th century B.C.E., a man named Wah-ib-Re-em-akhet (an Egyptian name), the son of Alexikles and Zonodote (clearly Greeks), was buried in an Egyptian sarcophagus.
Based on this evidence, Egyptian name elements dated to the 7th century B.C.E. and later can be registered, regardless of how they were originally recorded (i.e., whether originally in hieroglyphs, demotic or hieratic Egyptian). Egyptian name elements must be transliterated into Latin characters as required by PN2D. Even though Egyptian names were often transcribed in period without vowels, vowels must be included for a transliterated Egyptian name to be registerable. This is consistent with how we treat other languages that were transcribed in period without vowels, such as Hebrew and Arabic. Egyptian transliterations may be registered without capitalization, as such transliterations are used in academic settings.
Name elements from Pharaonic Egypt can be combined with Greek name elements dated within 300 years. Additional research may demonstrate other possible lingual mixes. Where the dating of a particular Greek element is unclear, the submitter will get the benefit of the doubt.
We direct Palimpsest to propose appropriate changes to SENA GP3A consistent with these rulings.
From Pelican and Morsulus: Two new characters: {ae-} and {ae'}
This month we registered the Old English name {AE}lfgifu æt S{ae'}m. The discussion of this name required the creation of Da'ud notation for two new Old English characters.
{ae-} is a lower case ash (a-e ligature) with a macron. {AE-} is the capital letter version of the same character.
{ae'} is a lower case ash with an acute accent. {AE'} is the capital letter version of the same character.
As with other letters that are not in Latin-1, the fully Da'ud encoded form will be shown in the Ordinary and Armorial.
From Hirsch, Golem Herald, additional information:
The characters can be displayed in HTML like nearly all of the items defined in the Da'ud encoding scheme, these new ones are:
{AE-} -- Ǣ (HTML Entity) or: Ǣ
{ae-} -- ǣ (HTML Entity) or: ǣ
{AE'} -- Ǽ (HTML Entity) or: Ǽ
{ae'} -- ǽ (HTML Entity) or: ǽ
I try to keep this up-to-date in a table in the WK Awards list:

From Wreath: Maintained Charges and Marshalled Armory Revisited
On the December 2007 Cover Letter Wreath ruled:
In commentary this month (Giles Green, Atlantia), Albion cited the precedent:
Anne Gyldensleve. Device Quarterly azure and sable, in bend two arms embowed fesswise reversed Or gloved argent each maintaining a falcon close Or. As noted by al-Jamal, "RfS XI.3.b [Marshalling] notes that 'No section of the field may contain an ordinary that terminates at the edge of that section, or more than one charge unless those charges are part of a group over the whole field.' The charged sections here contain multiple, though conjoined, charges which are not part of a group over the whole field." [LoAR 03/2004]
The paragraph from the Rules for Submission quoted in the above precedent concludes: "Charged sections must all contain charges of the same type to avoid the appearance of being different from each other." It's true that maintained charges contribute to the complexity of a submission; on the other hand, they don't contribute to heraldic difference. The question is whether they contribute to the appearance of independent coats, which is what RfS XI.3.b is intended to prevent.
The deciding point for us is the fact that many heraldic charges include a maintained charge, if not as part of the definition, then as part of the default method of display. Squirrels are shown maintaining nuts, and may do so even if the fact is not explicitly blazoned. Cranes in their vigilance must maintain a stone. Ostriches are almost always shown with a bit of iron (e.g., a horseshoe) in their mouths. And so on. These are the expected, and period, depictions of these charges; it would make no sense to penalize a submitter for using them in a per pale or quarterly design, merely because they include a maintained charge. Therefore the maintained charge, of itself, cannot create the appearance of marshalling.
We hereby partially overturn the 2004 precedent, to this extent: if a divided field contains the same type of charge in each portion, and those charges maintain the same of charge, then the maintained charges do not contribute to the appearance of marshalling. To take a concrete example, Quarterly sable and argent, in bend two lions Or each maintaining a sword argent will no longer be considered marshalled arms: each charged quarter has the same type of charge (lion), and their maintained charges (swords) are also the same. The maintained charges are not, in this case, considered significant enough to cause the two quarters to appear to be independent armories.
Note, however, that Quarterly sable and argent, in bend a lion Or maintaining a sword argent and a lion Or maintaining a halberd argent would be returned for the appearance of marshalling. The different maintained charges aren't worth a CD, but they're enough to establish non-identity (just as they would in cases requiring a letter of permission to conflict); and since the two quarters aren't identical, they appear to be separate - and hence quartered - coats. Also note that using sustained charges instead of maintained charges - held charges large enough to be worth heraldic difference - will definitely cause the appearance of marshalling, identical or not (emphasis added).
SENA contains a similar clause, A6F2d, which states that "When any section of such a field contains...multiple charges of different types..., it creates the appearance of marshalling." In August 2015 it was ruled "effective immediately, we are adopting the following definition: a charge, held or conjoined, which is clearly not a co-primary charge is equivalent to the former definition of sustained if it is identifiable, no matter what its size. Sustained charges grant a cadency difference - currently referred to as a 'DC'."
As maintained charges now count for difference, they do contribute to the appearance of marshalled armory, as sustained charges did under the 2007 precedent. This means that Quarterly sable and argent, in bend two lions Or each maintaining a sword argent is considered marshalled arms as the charged sections each contain two charges - a lion and a sword.
We decline to rule at this time whether or not the rare case of a maintained charge which is part of the definition of a charge (e.g. the rock maintained by a crane in its vigilance) contributes to the appearance of marshalled arms.
West Acceptances - October LoAR
Abigail Delia Saint John. Name and device. Or, two domestic cats courant counter-courant, a bordure engrailed sable.Ælfwynn æt Wealde. Name and device. Or, in saltire an arrow proper flighted and a pen, on a chief vert an ivy vine Or.Submitted as Abigail Delia St. John, this name could not be registered in this form. St. is a scribal abbreviation for Saint, which we do not register. [Damaris Saint Cloud, 10/1999 LoAR, A-Atenveldt] Although the submitter did not allow changes, she specifically consented to allow St. to be expanded to Saint for registration.
Delia was documented in the Letter of Intent as the submitter's legal middle name. However, the submitter does not need to rely on the Legal Name Allowance as Jeanne Marie Noir Licorne found evidence of Delia as a gray-period English given name.
Artist's note: Please provide internal detailing to aid in identification of the charges.
Bear Bear. Name and device. Per fess azure and argent, a rainbow proper and a bear passant gules.Submitted as Ælfwynn æt Weald_, the byname was not correctly constructed. In Old English, locative bynames need to take the dative form of the place name. The dative form of Weald is Wealde. Therefore, we have changed the name to Ælfwynn æt Wealde for registration.
Bernadette of Eskalya. Name (see PENDS for device).Although this might be considered a joke name, it is a registerable one. By longstanding precedent, "[t]he fact that this is a 'joke name' is not, in and of itself, a problem. The College has registered a number of names, perfectly period in formation, that embodied humor: Drew Steele, Miles Long, and John of Somme Whyre spring to mind as examples." (Porsche Audi, August, 1992, pg. 28) When considering the registration of joke names, the key question is whether the joke is necessarily a modern one: "Joke names have long been registered, when the reference was not modern." [Mould de Cheder, 2/2011 LoAR, A-Trimaris] This joke is not modern; it does not make a modern reference and does not require modern knowledge to understand. Therefore, the name can be registered.
Bianca Maria de Flores. Name.Bernadette is the submitter's legal given name.
Eskalya is the registered name of an SCA branch.
Bleda of Scythia. Name change from holding name Bleda of Golden Rivers. This name combines an Italian given name with two Spanish bynames, an acceptable lingual mix under Appendix C.
Hans von Wolfholz. Alternate name Noah Noffe Con Sequence.Scythia is the lingua Societatis name of a place known in period.
This name is not presumptuous under PN4D because (based on our most current evidence) the historical Bleda, king of the Huns, was never known or recorded as Bleda of Scythia.
Hojo Masamori. Name and device. Sable, on a torteau fimbriated two bees in fess heads to center argent.Submitted as Noah Noff_ Con Sequence, the spelling Noff was based on a mistranscribed record from the FamilySearch Historical Records. The February 2019 Cover Letter established the alternative documentation required to support a spelling based on a mistranscribed FamilySearch record. Unfortunately, we were unable to find that alternative documentation. However, we did find evidence of Noffe as a 16th century English surname. As the addition of an -e is a minor change, we have changed the name to Noah Noffe Con Sequence for registration.
Kinehild le librari. Name change from Cynehild Cynesigesdohtor.Questions were raised in commentary about the transliteration of the given name from kanji. The formal transliteration of the name under the Hepburn system is H{o-}j{o-}. However, Appendix D states that, for transliteration of Japanese names, "[w]e have registered the Hepburn system, as well as that system with two modifications: one that omits all macrons (long marks) and another that that uses ou for o-macron." Therefore, either Hojo or Houjou is a registerable simplified transliteration of H{o-}j{o-}. Both of these transliterations are used in scholarly works. Therefore, this name can be registered.
Kollr Ulfsson. Name and device. Quarterly sable and gules, a bear's paw print between three Thor's hammers argent.Kinehild is a properly constructed Old English name from the attested elements Kine- and -hild. This constructed Old English name can properly be combined with the 14th century Middle English byname le librari.
The submitter's previous name, Cynehild Cynesigesdohtor, is retained as an alternate name.
Mæva of Eskalya. Name.Nice 9th-10th century Icelandic name!
There is a step from period practice for the use of a paw print.
Mary of Uffington. Reblazon of device. Per bend sinister embattled sable and vert, a sword bendwise sinister and a tower Or.Eskalya is the registered name of an SCA branch.
Pillow of Oertha. Name and device. Azure, in saltire five pillows Or.Reblazoned in November 1977 as Per bend sinister sable and vert, a sword bendsinisterwise and a tower Or, the reblazon erroneously dropped embattled. We're also clarifying the orientation of the sword.
Rew Payne. Device. Argent, a raven striking contourny sable maintaining a heart gules, on a chief sable a plate between an increscent and a decrescent argent. Rew Payne. Badge. (Fieldless) A raven striking contourny sable maintaining a heart gules. Sigríðr Siggadóttir. Name and device. Or, a bird contourny gules, on a chief enarched azure three compass stars argent.Pillow was documented as the submitter's legal name. However, the submitter need not rely on the Legal Name Allowance because Pillow is also a 16th century English surname that can be used as a given name by precedent.
Oertha is the registered name of an SCA branch.
The term "pillow" is interchangeable with the more standard "cushion," and is used here for canting purposes.
Sitti bint Isa. Name. There is a step from period practice for the use of compass stars.
Thomas MacEwan. Name and device. Argent, on a pale between in chief two mullets vert, a lighthouse argent. Victoria Goldheart. Name change from Tatiana Todhunter.Nice 16th century Turkish name!
West, Kingdom of the. Heraldic title Kitten Pursuivant.Goldheart is a plausible late-period form of an inn-sign byname. As noted in commentary by Seraphina Ragged Staff, we have several period examples of inn-sign names and related bynames where color and heraldic charge are combined into a single word, including Whytehorse, Whitelomb, blackeboye, and Grayhorse.
The submitter's previous name, Tatiana Todhunter, is released.

Name. This device is pended for redraw due to the depiction of the comets blurring the distinction between comets and mullets of eight points. Wreath staff has redrawn the artwork and sent it to the submitter for approval.
This was item 4 on the West letter of July 31, 2019.
This name is pended for discussion of whether it presumes on the historical figure Bernal Diaz, also known as Bernal Díaz del Castillo. Diaz was a conquistador and author of The True History of the Conquest of New Spain, which details Hernán Cortés' expedition against the Aztecs. Diaz's work is one of the most important sources of information about the 16th century Spanish invasion of Mexico. As he is known in many sources as simply Bernal Diaz we must undertake the presumption analysis.
