Heralds' Meetings for 2018: March 11 (daylight savings), May 20, July 1,
September 30, November 18, and January 6, 2019 (Sunday of Twelfth Night).
Meetings usually begin at 11:00 AM and will be held at Green Crown's home unless
otherwise noted.
The DEADLINES for submission forms and documentation are: February 28, May 9, June 20, September 19, November 7, and December 19. Submission forms must be complete, and received either via EMAIL or hardcopy by the deadline date at midnight to be considered at the next meeting (which is about 11 days later, except December due to holidays and the roadshow meeting prep time needed). If the forms are EMAILED, then payment must arrive by the meeting day. WALK-IN submissions will only be considered if there is time, but in most cases will be delayed until the next meeting so that each submission can be reviewed fully.
REPORTS
Vesper (Aasa): We have a College! Alizon de Fontaine is Compline (Vesper successor). Quarterly report was sent in to Laurel.
Seawolf (Kean): Principality exists, a new Prince and Princess were crowned. He is looking for a deputy/successor. And, he made the meeting!
Sable Swan (Caoilinn): She is at the meeting! Investiture is coming in three weeks. She has two deputies (Rhys and Meesh), but no successor at this time.
Stellanordica (Rodrigo): no report
Exchequer (Angus): First 3 quarters balanced, there seem to be no problems with 4th quarter, so Year-End College reporting should be in by the end of this coming week.
Matins (Edith): Submissions are coming in. There were no issues with submitted forms for this set! (First time in 'ever?)
Thank you to the MANY! who attended this meeting. It was great to see people training new additions and some Senior Heralds returning.
Green Crown (Krysta): Just took on the role of Kingdom Seneschal, but will continue to hold this position, and she is continuing to offer her home to host meetings. She has plans to work on the Heralds Handbook coming up as her time has somewhat settled down.
Banner (Anne): Emergency Deputy: Eilis: Lots of Court happened at 12th Night. Thank you to everyone (many!) who helped with all the courts. And it worked nicely to have the newer heralds standing as back-up and then stepping forward to make announcements. Ari and Annora are actively seeking more training/experience as court heralds.
Baldric (Lucius): Collegium track happened, thank you to everyone for running their classes. Suggestion: start a formal training set with one class per Kingdom event (mock court, heraldry 101, field heraldry, flag etiquette, etc.). Please bring suggestions for classes at Collegium (June 2) to the March meeting, so we can get everything organized. Vesper is allocated space in The Page and can use that to publicize training (at all events and at upcoming Collegium).
Brachet (vacant): The College needs to fill this position. This position can be completed entirely remotely.
Brachet Herald acts as the West Kingdom College of Heralds Commenting Deputy. They are responsible for adding comments in OSCAR to every LoI posted by other kingdoms. This process provides Pelican and Wreath with research information about each entry, including conflict checks (Wreath must have two separate individuals specify they have not found a conflict before he can officially declare the submission as free-of-conflict).
This position has no physical requirements, including geographic location of Brachet Herald. Requirements to do this job are: sufficient understanding of the current rules (SENA) to offer knowledgeable comments on both name and device submissions - at a minimum the knowledge to identify rules violations and the skill to run accurate conflict checks; reliable access to the internet and an OSCAR account; communication skills at a level to post information in a semi-public forum; sufficient available time to comment on up to 20 Kingdom LoIs per month. If interested, please contact Vesper Principal Herald with your qualifications: vesper@heralds.westkingdom.org
Greencloak (Aine): Deputy: Elinora, Successor: Safiya (planned office turnover Purgatorio 2018). There was an event, announcements happened.
Latimer (Astrið): No consultation table events since the last meeting. She looked at the documentation for all of the names for this meeting and provided additional research for some. Reminder to all the heralds of the College: it is helpful to have multiple people check each entry. For names, this can be as simple as checking that all links work and cite the information referenced.
Back-up will be at March Crown, but neither Latimer nor her back-up will be at June Crown. Anyone who is willing to run Table for this event can reach out and arrange for the books to be handed off in advance.
Golem (Hirsch): He has been really busy. The WK Heralds Handbook has been completely updated, and was released immediately following the meeting. Many thanks to everyone for getting to their parts, and especially to Astrið who had to basically rewrite an entire technical section. Several "innocents" have volunteered to review the Handbook from an untrained viewpoint and ensure it makes sense.
Awards List is continuing on, almost everything has now been updated and approved. He finally took the leap to move the Awards List to a full web-based database, which is expected to take quite some time to complete.

From Laurel: Some Useful Stuff
A few weeks ago, I was talking with some relatively new heralds on Facebook about SENA and how to use it as a new(ish) herald. SENA wasn't really intended to be read straight through; instead, it's a great reference for any detail you need.
I want to remind everyone that there's more out there than just SENA itself; there are some great materials that help to interpret it. If I'm trying to review all the ideas in SENA, I usually don't go to the main text of SENA. Instead, I start with one of the shorter simpler treatments that the Laurel office created during the rollout of SENA (all these are linked from the Heraldry Rules page at http://heraldry.sca.org/regs.html):
From Pelican: Some Name Resources (An Ongoing Series)
In this month's installment, I would like to call attention to the online articles in the Proceedings from the Known World Heralds and Scribes Symposium, which can be found here: http://heraldry.sca.org/kwhss/. The Proceedings from 2013-2017 are currently available online.
The articles available include a wide variety of onomastic topics, as well as articles covering the heraldic process. The following process articles may be of particular help to name heralds:
Unsurprisingly, the advice in my article on summarizing name documentation is a good guide for how I would like to see documentation formatted for me as Pelican.
The Proceedings also include numerous articles on names from specific cultures and time periods. I highly recommend name heralds taking time to peruse the available articles. Many of them contain names that are not documentable from other sources.
Articles from KWHSS Proceedings are considered no-photocopy sources under Appendix H.
From Morsulus: On Branch Designators
The O&A calls us the Shire of Mumble, but we're a Barony now. What should we do?
First, SENA NPN1B1, Branch Designators, says in part:
In general, changes of status for a branch, such as changing from shire to barony, do not need to be submitted. The Laurel office does not track those changes in status (that being a duty of the Seneschal and Board of Directors). However, it will acknowledge them when a new submission is made.
Branch names in the Armorial reflect the status on the most recent submission from the branch. If the status has changed on a new submission, the designator gets updated as a consequence. It has no bearing on the official status of the branch. That is a question for the seneschalate, and they do not notify the heralds when things change.
That is mostly a good thing. We mind our business; they mind theirs.
So, what is a branch to do if their status has changed? Make an heraldic submission. It all works out in the end. No need to even mention it in the submission, or in commentary on the item. Morsulus' process will note that the name is not registered in the new form, which leads to seeing the new designator, and it gets updated. No extra work for anyone. And, the new status appears on the Letter of Acceptances and Returns, so there is something of a paper trail.
Or, just let it lie. Please.
West Acceptances - October LoAR

SUBMISSONS – January (2018)
ITEMS SENT TO LAUREL
Azure, a waterwheel and on a chief wavy argent three mullets azure.
TRAINING TIP: a water wheel and a Catherine's wheel are visually very similar and conflict with each other. A Catherine's wheel has blades (it is a torture device) while a water wheel has scoops (think the water wheel part of a windmill). This device depicts a water wheel.

Argent crusilly fitchy, a tower purpure.
Submission last appeared in the West Minutes from 2016-01-10:
Quarterly purpure and argent, two towers purpure, and was
returned at Kingdom for conflict with the comments:
Submitters previous design, Quarterly purpure and argent, a cross crosslet fitchy and a tower purpure was returned at Kingdom for the appearance of marshalling. SENA A.6.F discusses the appearance of marshalling in some detail. Placing two different charges in the argent quarters of the device seems to fit the description of marshaled arms, although the two purpure, uncharged quarters might make the design registerable. Submitter has taken our suggestion of placing two towers on the argent quarters.
(The January 2016) submission conflicts with John of Two Towers -- Or, two towers in fess purpure. Per SENA E4.p54 Change of arrangement in primary charge group -- in cases where armory has an arrangement which is forced by the field, no difference can be obtained for arrangement of those charges. It does not matter whether the forced arrangement is in the registered item or the new submission... For example, Quarterly gules and argent, two ravens argent is not clear of conflict under this rule from Gules, in fess two ravens argent, because the in bend position of the ravens in the first item are forced there by the field -- the white ravens could not overlap either of the white quarters. As this is exactly equivalent to an example from SENA, the submitter will need to revise the design.
The submitter has reworked the device design, clearing these issues and conflicts.
The default of crusilly is crosses crosslet.
TRAINING TIP: Because this field is scattered with crosses crosslet fitchy (crosses crosslet with a sharpened bottom point), instead of "crusilly crosslet fitchy' (a field of crosses, type crosslet fitchy) we only need to say "crusilly fitchy' as "crosslet' is the default.
Gules, in fess a squirrel and a lion Or.
Both the squirrel and the lion are in their default posture, thus adhering to the current unity of posture and orientation rule.
Or, a bend sinister azure between a rose gules slipped, leaved, and singly thorned vert and a natural leopard couchant sable for augmentation charged on the flank with a poppy Or.
Submission originally appeared in the West LoI from 2012-02-06 and was listed on the 05-2012 LoAR as Withdrawn by Submitter. Submitter is a member of the Golden Poppy (2006, West) and a Laurel (2011, West). According to the old West Kingdom Law Section 7.7.4 Members of the Order of the Golden Poppy have the right to augment their arms with the golden poppies under the consultation of heralds. And under current West Kingdom Law Section 7.6 The Order of the Golden Poppy shall be closed as of March Crown AS 51. All extant members of the Order of the Golden Poppy shall retain the honors received for their achievements related that order. [http://www.westkingdom.org/kingdom-information/laws-kingdom-west]
Name was submitted on the West September LoI as "Sara au Petit Rose' but commentary on that LoI stated that, for the feminine "Rose', the correct form is "a la Petite'.
Per fess engrailed argent and azure, a rose purpure barbed and seeded proper and a dolphin haurient argent.
TRAINING TIP: on a rose, the default includes barbing and seeding, so it is not vital to include this in the blazon. However, without the specific description, some scribes may reproduce the rose as a solid color. Because the submitter took the time to describe the barbing and seeding, we are including that in the blazon being sent on.
RETURNS
Submitter cares about the language and/or culture (1450-1550 Swiss) and the gender (male) of the name. Submitter will NOT accept MAJOR change. Submitter requests Authenticity for time period.
Bastian -- from FamilySearch: "Bastian Meyer' christened Apr 1531, Basel, Basel-Stadt, Switzerland, Batch C92753-2 [https://familysearch.org/ark:/61903/1:1:FV8K-PVH].
Lustig -- from FamilySearch: "Elisabeth Listig' christened 1600, Basel, Basel-Stadt, Switzerland, Batch C73994-1 [https://familysearch.org/ark:/61903/1:1:FVKP-73D].
From FamilySearch: "Steffen Lustig' christened Jan 1612, Sankt Maria-Ablass Katholisch, Koeln Stadt, Rheinland, Prussia, FHL microfilm 187,130, Batch # C96953-1 [https://familysearch.org/ark:/61903/1:1:N8R7-V9X].
No conflict was found for either spelling: "Lustig' or "Listig'. However, the documentation provided does not meet the submitter's requests as marked on his form. Specifically, the submitter requested Authenticity for Time Period, and listed 1450-1550. Because neither the documentation provided nor the documentation found by the heralds of the College meet this request, the name is returned for further work.
The submitter has been given a point of contact to consult on how to resubmit in such a way that it is not returned for a conflict between the requests on the form and the documentation provided.
Armory:
Argent, a tower, on a point pointed gules a cross argent, on a
chief gules three mullets argent.
No conflict was found for this device submission. But, because the name is returned, and the submitter does not currently have any other name registered, so too must the device be returned.
TRAINING TIP: The current standard is to always blazon chiefs last. This overrides the general center-out and top-to-bottom order, so the chief comes after the point pointed rather than just before it.
